NHRC notices to the Governments of Punjab and Haryana and CMD, HPCL over reports of pollution emitting Guru Gobind Singh Refinery

  The National Human Rights Commission has taken suo motu cognizance of a media report that Guru Gobind Singh Refinery, Bhatinda, Punjab is emitting heavy smoke and therefore, causing asthma, cough, eye infections and allergic conditions to the residents of 12 villages in Dabwali Assembly segment of Sirsa in Haryana.  The Refinery, owned by the Hindustan Mittal Energy Limited, is a joint venture the Hindustan Petroleum Corporation Limited and Mittal Energy Investment Private Limited, Singapore.

          Reportedly, neither the Government of Haryana nor the Government of Punjab have taken any action to address the problems of the residents of these villages.  The Refinery is least bothered about the health hazards.  Allegedly, on the 21stJune, 2014, due to a blast in the Refinery, metal splinters measuring one feet fell in the villages.

          The Commission has observed that the contents of the press report, if true, raise serious issue of violation of right to life of the residents of these villages.  It has issued notices to the Chief Secretaries of Governments of Punjab and Haryana and CMD, Hindustan Petroleum Corporation Limited calling upon them to submit a detailed report within four weeks.
