NHRC notice to the Chief Secretaries and DGsP, Jharkhand and Kerala on child trafficking for orphanages

The National Human Rights Commission has taken suo motu cognizance of a media report that a team of Jharkhand Labour Department has confirmed trafficking of over 500 children brought to Kerala from eastern States.  Reportedly, eight persons have been arrested for their alleged involvement in an inter-State child trafficking racket supplying children to orphanages in North Kerala.  Most of these children belonged to Jharkhand, West Bengal and Bihar.

The Commission has observed that the contents of the press report, if true, amount to serious violation of human rights of the victim children.  It has issued notices to the Chief Secretaries and Directors General of Police of Governments of Jharkhand and Kerala calling for a detailed report in the matter within four weeks.

According to the media report, the racket was busted by the Railway Police when the children arrived at Palakkad Railway Station and the adults who accompanied them were found not having any valid documents for taking the children from their home State.  The arrested persons were booked under the Juvenile Justice Act and remanded to the judicial custody.
